<p>In the English common law tradition, from which our legal doctrines and concepts have developed, a marriage was a contract based upon a voluntary private agreement by a man and a woman to become husband and wife. Marriage was viewed as the basis of the family unit and vital to the preservation of morals and civilization. Traditionally, the husband had a duty to provide a safe house, pay for necessities such as food and clothing, and live in the house. The wife&#8217;s obligations were maintaining a home, living in the home, having sexual relations with her husband, and rearing the couple&#8217;s children. <span id="more-413"></span>Today the underlying concept that marriage is a legal contract still remains but due to changes in society the legal obligations are not the same.</p>
<p>Marriage is chiefly regulated by the states. The Supreme Court has held that states are permitted to reasonably regulate the institution by prescribing who is allowed to marry, and how the marriage can be dissolved. Entering into a marriage changes the legal status of both parties and gives both husband and wife new rights and obligations. One power that the states do not have, however, is that of prohibiting marriage in the absence of a valid reason. For example, prohibiting interracial marriage is not allowed for lack of a valid reason and because it was deemed to violate the Equal Protection Clause of the Constitution.</p>
<p>All states limit people to one living husband or wife at a time and will not issue marriage licenses to anyone with a living spouse. Once an individual is married, the person must be legally released from the relationship by either death, divorce, or annulment before he or she may remarry. Other limitations on individuals include age and close relationship. Limitations that some but not all states prescribe are: the requirements of blood tests, good mental capacity, and being of opposite sex.</p>
<p>In 1996, President Clinton signed into law the Defense of Marriage Act (DOMA), which, for federal purposes, defined marraige as &#8220;only a legal union between one man and one woman as husband and wife&#8221; (1 U.S.C. § 7). DOMA further provided that &#8220;No State, territory, or possession of the United States, or Indian tribe, shall be required to give effect to any public act, record, or judicial proceeding of any other State, territory, possession, or tribe respecting a relationship between persons of the same sex that is treated as a marriage under the laws of such other State, territory, possession, or tribe, or a right or claim arising from such relationship&#8221; (28 U.S.C. § 1738C). <p>The <em>Amazing Rac</em>e is a reality game show normally broadcast in one-hour episodes in which teams of two or four race around the world in competition with other teams. <em>How do I enter the amazing race</em> CBS program has been on-air since 2001 and is currently in between seasons. It is produced by Jerry Bruckheimer for CBS and Touchstone Television (technically making it partially a Disney show) and hosted by New Zealander Phil Keoghan. It was created by Elise Doganieri and Bertram van Munster.</p>
<p>The race utilizes progressive elimination similar to Survivor; the last team to arrive at a designated checkpoint leaves the game. The race resembles a treasure hunt in amateur rally racing. The race starts in a US city. Teams must then follow clues and instructions and make their way to checkpoints in places around the world, eventually racing back to the finish line in the US.<span id="more-408"></span></p>
<p>Teams must purchase economy class tickets for airfare. Teams are allowed to be upgraded to first or business class by the airline, as long as they only paid an economy fare (Frank and Margarita, Season 1; Reichen and Chip, Season 4; Ray and Deana, Season 7). Teams are not allowed contact with known friends, family, and personal acquaintances during the race. However, teams are allowed to stay in contact with and receive help from people they meet during the race, such as travel agents. (One exception to this rule occurred in Season 3. Teams were offered a cellular phone after completing a detour. As CBS&#8217;s website explains, &#8220;They had the option of making one phone call to their loved ones back home before driving to the chateau. Teams could talk on the phone as long as they wanted, but had to end the call before getting in their cars.&#8221;)</p>
<p>When stated, teams may not help other teams in challenges. (Uchenna said this when he wanted to help Meredith with the boat in Season 7.) Otherwise, teams may assist one another in completing tasks, as seen in Season 8, where many teams had help setting up their tents, and the Linz and Godlewski teams cooperated to complete a Detour.</p>
<p>Racers are prohibited from smoking during the race. This results in the sometimes cantankerous attitude of some contestants, such as Ian (Season 3) who quit smoking just prior to the race.</p>
<p>For filming purposes, team members are generally required to stay within 20 feet of each other, unless one person is performing a Roadblock. Teams may be forced to submit their backpacks and possessions to searches by production staff at any time.</p>

<p><strong>When we get to surf city and greene</strong> will not cause you to question your very existence nor will it leave you pondering the complex relationship of the ego to the id. But it might just prompt you to ask yourself, “Am I having enough fun yet?”</p>
<p>Second things second. Men never want to grow up. We may think we want to before we are actually men, but trust me – once we get there and finally have to surrender our toys and dreams of playing shortstop for the Cubs or becoming rock stars – that’s when&#8230;&#8230;. panic sets in.</p>
<p>But author, NPR commentator, and middle-aged guy Bob Greene found the magic key to Neverland quite unexpectedly one day in 1992. Correction – it found him, via a letter that arrived at his office, postmarked Panorama City, Calif.</p>
<p>This letter contained an invitation to a concert to be performed in Kansas City that summer.<span id="more-395"></span><br />
In a 1987 book of teen memories “Be True to Your School,” Greene had confessed to being a big fan of Jan &amp; Dean, the early 1960s singing duo, who, along with the Beach Boys, put surf music on the charts. Thirty years after their smash hit, “Surf City,” J&amp;D were still on the road, crisscrossing America every summer, playing state fairs, baseball stadiums, and corporate picnics.</p>
<p>Seeing an opportunity for some much-needed publicity (or perhaps just sensing a kindred spirit), a J&amp;D band member had sent Greene the invitation.</p>
<p>Greene traveled west to Kansas City to catch the show and then he just kept on going – all the way back to the summer of ’63, to cloudless blue skies and “two girls for every boy.” Back to burgers and shakes at the Dairy Queen and the thrill of the perfect song on the radio.</p>
<p>Soon he was meeting up with the band whenever and wherever he could, jumping onstage to join in on harmony on sun and fun chestnuts like “Barbara Ann” and “The Little Old Lady From Pasadena.” With each gig, his confidence grew, and before too long he found himself a full-blown, guitar-strumming member of the Jan &amp; Dean band.</p>
<p>And so for the next 15 summers, Bob Greene rode this perfect wave.</p>
<p>Like The New Yorker’s John McPhee, Greene has a writer’s gift of breathing unexpected life into the seemingly mundane. The dusty county fairgrounds, honky-tonk casinos, and nearly abandoned small-town squares that dot America’s midsection have never looked so appealing.</p>
<p>The entertainment-starved denizens who come out in droves to see the aging stars (whose last hit was 30 years ago) are profiled with real affection and poignancy.</p>
<p>But the real soul of this book emerges in the good-natured camaraderie of the guys in the band and the indelible snapshots of grown men (like so many Peter Pans) joyfully at play along America’s back roads and interstates.</p>
<p>There are images of these 50- and 60-somethings bunking together in private homes or raggedy motels, constantly on the prowl for the best small-town cheeseburger or rib joint, playfully pilfering each other’s French fries.</p>
<p>There are also touching scenes of Dean Torrence, who played second banana to golden-boy Jan Berry when they were stars, now running the show and quietly caring for his brain-<br />
damaged partner (injured in a near-fatal car crash in 1966), getting him dressed and helping him relearn lyrics to (Berry’s own) songs before every show.</p>
<p>But when it’s time to hit the stage, to celebrate the communal joy of long-haired girls, candy-apple-red Corvettes, and endless summers – Jan Berry is whole again, a rockin’, rollin’ legend. And Bob Greene and the rest of the crack Jan &amp; Dean band are high up on the crest again, riding that perfect wave.</p>
<p>And the audience is right there with them, singing their hearts out in the warmth of the sun, 16 once again.</p>
<p>(Note: Jan Berry passed away in 2004. Now 68, Dean Torrence is still out there rockin’ the summers with the Surf City Allstars.)</p>

<p>Many of us today cannot afford good health care. Many single mothers and fathers are working two or more jobs but by the time the bills are paid and food is put on the table, there is nothing left. The state you live in says it truly wants all its residents to get good health care, and if you can’t afford it, then Medicaid can make it possible for you to get it. Here&#8217;s how to know if you qualify for Medicaid.</p>
<p>Step1<br />
Medicaid is only available to those who are considered low-income. Medicaid will send the payments directly to your health care provider. You may be responsible to pay a small portion or co-payment for some medical services.</p>
<p>Medicaid is available in each state and is a federally funded program, each state sets its own guidelines regarding eligibility and services.</p>
<p>Certain requirements must be met according to your states guidelines. Some of these guidelines may be: your age, whether you have a disability, if you’re blind, a senior citizen, or if you’re pregnant. Other things will be looked into like your income, what kinds of resources you have like your bank accounts, if you own property and other items that can be sold for cash, if you’re a U.S. citizen, or a lawfully admitted immigrant. Special rules apply for those who live in nursing homes and for disabled children living at home.</p>
<p>Step2<br />
Your children may be covered by Medicaid if they’re U.S. citizens or legally in this country, even if you are not. There is a five-year limit to those who are lawful permanent residents. The child’s status will make them eligible for&#8230;<span id="more-384"></span> Medicaid&#8211;your income and resources do not count when it comes to your child.</p>
<p>Step3<br />
If your income is low, apply for Medicaid and have a qualified caseworker in your state check to see if you can qualify. To see if you are eligible check the website in Resources below.</p>
<p>Step4<br />
If you are eligible, your coverage starts 3 months prior to when you applied for Medicaid and may stop at the end of the month that your circumstances change. For example, if you find a better job and start making better money, or become covered by your employer’s health insurance. Most states also have “state-only” program that will provide a poor person with medical coverage if they don’t qualify for Medicaid however, state-only programs are not federally funded like Medicaid.</p>
<p>Just because a person is poor it does not make them automatically qualified for Medicaid. Even under the most lenient circumstances and having a low income is only one hurtle you have to go through to qualify for Medicaid. This should not matter to you though, if you and your family need health care coverage then do what ever it takes to get it. This is what the program is for, there is never any shame in asking for help, you should be ashamed if you need it but don’t ask for it. Needy persons who are eligible for Medicaid may also be eligible for the SSI program.</p>

<p>Tell the Birthday Stars computer when you were born, and it will look for a star that is your age in light years away from Earth. This means that the light we&#8217;re seeing from that star today actually left the star around when you were born, and has taken your entire life to reach Earth.</p>

Step4<br />
Grow plants that are indigenous to the region whenever possible. Native plants will have millions of years of evolution on their side to help conserve soil. If you must plant non-native species, use indigenous plants to form a natural border for your crop.<br />

Use natural materials to form barricades to fight storm water. Instead of constructing artificial borders with concrete, consider using logs or groupings of large stones. Natural resources are more effective and cheaper to install.<br />
Step6<br />
Construct a natural windbreak to line the perimeter of a farm field. Also known as shelter belts, windbreaks can prevent gusts of wind from disrupting the soil when a crop has been recently planted. These can be especially effective in windy, storm-prone areas in the Midwest.<br />
Step7<br />
Water soil along with plants. During dry months, it&#8217;s important to take steps to keep your soil moist. Use piles of damp mulch to nourish dry topsoil and to keep it from being blown away.<br />
Step8<br />
Conserve your soil between crop rotations by planting cover crops. In addition to fighting erosion, a cover crop will help to lock nutrients in the soil and fight outbreaks of weeds. Cover crops can also retain soil&#8217;s moisture during winter by catching falling snow.</p>

<p>Remove Ink Stains From:<br />
Acetate, Burlap, Carpet/Synthetic, Carpet/Wool,<br />
Fiberglass, Rayon, Silk, Triacetate, Wool</p>
<p>Sponge (the method of using light strokes with a dampened pad working outward from the center of the stain) the stain with water. Try a light spray of hair spray to loosen the stain, then apply a wet spotter and a few drops of white vinegar. Let stand for 30 minutes, blotting every 5 minutes with a clean absorbent pad. Add wet spotter and vinegar as needed to keep the stain moist. Flush (the method of applying stain remover to loosen staining materials and residue from stain removers) with water. If the stain persists, apply rubbing alcohol to the stain and cover with an absorbent pad moistened with alcohol. Let it stand as long as any stain is being removed. Change the pad as it picks up the stain. Flush with alcohol. (Do not use alcohol on acetate, rayon, or triacetate.) If stain traces remain, sponge area with water and apply a wet spotter and a few drops of ammonia. Let stand for 30 minutes, blotting every 5 minutes. Add enough wet spotter and ammonia (do not use ammonia on silk or wool) to keep the stain moist. Flush with water and allow to dry.</p>

<p>Sometimes when you run old games, the error message that results when you run the game will pop up and disappear so quickly that it&#8217;s impossible to read it! Here&#8217;s how to fix that problem:</p>
<p># Find the game&#8217;s executable file (the file you run, usually {somename}.exe) using Windows Explorer. Right click on the file, and choose &#8220;Properties&#8221;.<br />
# Click the &#8220;Program&#8221; tab, and uncheck the box marked &#8220;Close on exit&#8221;.<br />
# Click &#8220;Apply&#8221; and then click &#8220;OK&#8221; to close the box.</p>
<p>This will stop the DOS window from closing automatically when the game ends, or when it refuses to start. The resulting error message(s) can help you solve problems with the game.</p>
<p>Way back in the MSDOS days, we had to play with our computer&#8217;s memory to get games running. Stuff like conventional memory, EMS, XMS, upper memory, loadhigh &#8230; lots of yucky stuff like that. Windows tries to manage memory for you automatically, but sometimes it doesn&#8217;t do a very good job. Try giving the game the maximum amount of memory it could possibly want by:</p>
<p># Find the game&#8217;s executable file (the file you run, usually {somename}.exe) using Windows Explorer. Right click on the file, and choose &#8220;Properties&#8221;.<br />
# Click the &#8220;Memory&#8221;&#8230;<span id="more-368"></span> tab.<br />
# Set all of the values in the drop boxes to the highest value available.<br />
# Make sure that the &#8220;Protected&#8221; and &#8220;Uses HMA&#8221; boxes are checked.<br />
# Click &#8220;Apply&#8221; and then click &#8220;OK&#8221; to close the box.</p>
<p>Sometimes using the maximum memory settings isn&#8217;t enough! Sometimes you need to create custom AUTOEXEC and CONFIG files for the game to use. Luckily in XP this isn&#8217;t too hard at all. Here&#8217;s how:</p>
<p># Open up Windows Explorer, and go to the C:\WINDOWS\System32 folder.<br />
# Find the files &#8220;AUTOEXEC.NT&#8221; and &#8220;CONFIG.NT&#8221;. Copy those files to the same folder where the game&#8217;s files are stored. (ex. if you were trying to get DOOM working, and DOOM was installed in C:\DOOM, you&#8217;d copy the files to C:\DOOM!)<br />
# Find the game&#8217;s executable file (the file you run, usually {somename}.exe) using Windows Explorer. Right click on the file, and choose &#8220;Properties&#8221;.<br />
# Click the &#8220;Program&#8221; tab. Click the &#8220;Advanced&#8221; button. Enter the full paths to the AUTOEXEC.NT and CONFIG.NT files you just copied. (ex. C:\DOOM\AUTOEXEC.BAT &#8230;)<br />
# Also check the &#8220;Comaptible Timer Emulation&#8221; box, although it rarely helps anything. <img src='http://whyiswhoiswhatare.com/wp-includes/images/smilies/icon_wink.gif' alt=';)' class='wp-smiley' /><br />
# Now you can edit the AUTOEXEC.NT and CONFIG.NT files to add whatever specific settings the game needs to run. (Consult the game&#8217;s manual if you have it.) If you don&#8217;t know what settings to add, try adding the line &#8220;emm=ram&#8221; (without the quotes) somewhere after the line &#8220;dos=high,umb&#8221;.<br />
# Click &#8220;Apply&#8221; and then click &#8220;OK&#8221; to close the dialog box(es) when you&#8217;re done editing.</p>
<p>This should take care of any memory problems you&#8217;re having, and by checking the &#8220;Compatible Timer Emulation&#8221; box, it may also fix speed problems.</p>
<p>There are a couple of other tweaks you can do to make games run and/or make them run more smoothly:</p>
<p># Find the game&#8217;s executable file (the file you run, usually {somename}.exe) using Windows Explorer. Right click on the file, and choose &#8220;Properties&#8221;.<br />
# Click the &#8220;Program&#8221; tab, and check the &#8220;Maximized&#8221; checkbox in the Run box.<br />
# Click the &#8220;Screen&#8221; tab, and click on the &#8220;Full-screen&#8221; radio button.<br />
# Click the &#8220;Misc&#8221; tab, and turn the &#8220;Allow screensaver&#8221; option off. Put the mouse in &#8220;Exclusive mode&#8221;.<br />
# Click the &#8220;Compatibility&#8221; tab, and check the box beside &#8220;Run in compatibility mode&#8221;, and choose &#8220;Windows 95&#8243; in the dropbox. (Although this doesn&#8217;t seem to do anything, it&#8217;s worth a shot.) Check the three other boxes: &#8220;Run in 256 colors&#8221; (most DOS games don&#8217;t use more than that), &#8220;Run in 640&#215;480 screen resolution&#8221; (unless you know that the game uses a higher resolution), and &#8220;Disable visual themes&#8221;.<br />
# Click &#8220;Apply&#8221; and then click &#8220;OK&#8221; to close the box.</p>
<p>Getting sound to work properly in games can be one of the most annoying problems in XP. Windows XP tries to emulate DOS sound automatically, using the following settings: A220 I5 D1 T3 P330. If a game (or its setup program) is asking for sound card info, that is what you should enter.</p>
<p>However, I&#8217;ve found that this rarely works. A better solution is to download VDMSound, a Sound Blaster emulator specifically made for Windows XP/2000. (VDMSound will NOT work in Windows 9x or ME!) Download and install the software found on that site. Then when you want to play the game, either create a shortcut using VDMSound as described in the game docs, or, just right click on a game, and choose the option to run it with VDMS. Hopefully, you&#8217;ll hear sound! <img src='http://whyiswhoiswhatare.com/wp-includes/images/smilies/icon_smile.gif' alt=':)' class='wp-smiley' /> </p>
<p>Note that sometimes the only way to get a game working is to turn off sound. It can kinda suck to play a game without sound, but its better than nothing. Often there is a &#8220;SETUP.EXE&#8221; or &#8220;CONFIG.EXE&#8221; (or something similar) file that comes with a game that allows you to select your sound options. Use this program to turn sound off and see if that allows you to run the game.</p>
<p>If the game runs too fast, here&#8217;s what to do:</p>
<p># Find the game&#8217;s executable file (the file you run, usually {somename}.exe) using Windows Explorer. Right click on the file, and choose &#8220;Properties&#8221;.<br />
# Click the &#8220;Program&#8221; tab. Click the &#8220;Advanced&#8221; button.<br />
# Check the &#8220;Comaptible Timer Emulation&#8221; box. Click &#8220;OK&#8221;, then &#8220;Apply&#8221;, then &#8220;OK&#8221; again. See if that fixes the games speed.</p>
<p>If you&#8217;re getting an error which looks something like &#8220;RUNTIME ERROR 200&#8243; (possibly followed by &#8220;AT ADDRESS {blah blah blah}&#8221;) or sometimes just something like &#8220;DIVIDE BY ZERO&#8221;, there are two things you can try to do:</p>
<p># Try using Moslo to slow down the game. The error is occuring because your computer is running too fast!</p>
<p>If you find that you need to use some specific keyboard sequences (like Alt-Enter, or Ctrl-Esc for example), there is a way to turn them off for specific games:</p>
<p># Find the game&#8217;s executable file (the file you run, usually {somename}.exe) using Windows Explorer. Right click on the file, and choose &#8220;Properties&#8221;.<br />
# Click the &#8220;Misc&#8221; tab, and uncheck the box(es) that correspond to the key(s) that you need to use for the game.</p>
<p>Okay, smashing your computer probably won&#8217;t do any good. Unless you&#8217;re rich. In which case, SHOW ME THE MONEY!!! Ahem. What I mean to say is that, as I mentioned above, some games just will not work in XP. The only solutions available to you then are:</p>
<p># Dual-boot your PC to an older version of Windows (ex. Windows 98SE) where you KNOW the game works. This can be a time-consuming and possibly dangerous (to your data) task unless you know what you&#8217;re doing, so proceed with caution.<br />
# If you still have an old 386/486/Pentium lying around, convert it into a DOS-only box, and use it for all your DOS gaming goodness! If you don&#8217;t have an old box lying around, ask friends and one of them will probably have an old computer they&#8217;re willing to just give you, or sell you for really cheap.</p>

<p>A tutorial on the Nautical Star. I chose to do the sketch and drawing because, for the past year or so I’ve been seeing this particular star on the front of homes, on buildings, and so forth. It wasn’t till recently that I really wanted to know what the star meant, now I always had an assumption about the meaning of the nautical star, but I never really knew the truth behind the symbol.</p>
<p>I searched around the web and found that my assumption was in fact not all that far from the truth, you see I thought that people where displaying the nautical star because they had a loved one overseas like in the military, and come to find out, that this star has a butt load of meanings. One is that sailors&#8230;<span id="more-365"></span> were the first to even display the nautical star by tattooing it on their arms.</p>
<p>Now, if you look up the word nautical, it means relating to, or associated with seamen, navigation, or ships, historically sailors where superstitious men and believed stories on life and death, and how men got lost at sea and was never heard from again. In the beginning, sailors used the night time stars to navigate their way across the ocean on their travels, in the daylight hours the North Star became a symbol to find your way home. I mean the North Star is used in a lot a ways and stands for a lot of things, in biblical terms the North Star helped the three wise men find the king of kings through the endless desert at night and by day.</p>
<p>Now a days in modern culture, you can see this star on the arms of gays and lesbians, punk rockers, and even the men and women in the military have taken on the nautical star tattoo for a sense of hope that they will safely return to their loved ones back home. Punk rockers adopted this symbol for almost the same exact reason, to help guide them in their journeys through life. And for gays and lesbians, the nautical star dates back to the 40s and 50s when their lifestyles where not seen as normal and considered at times to be broken or mentally ill.</p>
<p>For these men and woman they had to hide their way of life by putting a tattoo on the inside of the wrist so it can be easily hidden by a watch or bracelet. Like I said the Nautical Star may have a bunch of meanings, but one thing is certain, this star represents hope, it gives guidance, and it screams I love who I am for some people. This tutorial will teach you how to draw a nautical star step by step with ease.</p>
